Fong, the adopted son of former Democratic California Secretary of State March Fong Eu, graduated from the United States Air Force Academy in 1975 and from law school at the Southwestern University School of Law in Los Angeles in 1985. He served as a Lieutenant Colonel in the Air Force and practiced law from 1985 onward.

Fong served as Vice Chairman of the state Board of Equalization from 1990 to 1994 and as State Treasurer until 1998. In the U.S. Senate election, 1998, he challenged sitting California Senator Barbara Boxer unsuccessfully. Since then, he has returned to the practice of law and was appointed by President George W.
