Pedro Paulet

Pedro Paulet (July 2 1874 - 1945) was a peruvian scientist who in 1895 became the first person to build a liquid-fueled rocket engine. He did not put such an engine in a vehicle and fly it, as Robert H. Goddard did in 1926, however. It remained strapped to his test bench. Paulet was a theorist about space travel.
