About Michael Troy
Expertise I will answer general questions regarding freedom of speech, petition, or religion. I specialize in cases involving public employment or education, as well as issues related to campaign finance. But I can`t give specific legal advice involving specific cases you might have.
Experience As an attorney for the Center for Individual Rights, I worked on a number of free speech cases, including Rosenberger v. Univ. of Virginia, in which the Supreme Court upheld my clients' right to run a student newspaper without discrimination because of its religious conent. I also worked on White v. Julian, which protected the right of people to protest against a homeless shelter in their neighborhood.
I also worked for the Federal Election Commission on several cases regarding the right to participate in the election process.

Subject: federal employee free speech
Question I am a former federal employee who lost my job after talking with National director of my Agency about matters of public concern. I first filed a claim with the EEOC for discrimination won 2 appeals and finally was denied. I had in the interim filed a claim with the Merit System Protection Board under the Whistle-Blower protection Act put my disclosures did reach the high threshold necessay. I finally filed a claim with the federal district court claiming my first amendment right of freedom of speech was violated. The case was dismissed for lack of subject matter jurisdiction citing Bush v. Lucas I appealed to the 5th circuit where the decision was upheld. Where can I go to get some help with research?
Answer Hi Patrick,
It sounds from your description that you have a serious uphill legal battle here. If you are looking to overturn Bush v. Lucas, you might try contacting the ACLU or People for the American Way, but I would not be terribly optimistic about this.
Good Luck!
