Is it legal for park management restrict viedeotaping of bands out in the open grass at a free concert sponsored by a radio station?

Answer
Gloria,

The short answer is yes.  During that venue you are enjoying limited rights of a licensee.  As a licensee your right to remain on the property can be revoked at any time and you must obey the rules set forth by the property owner.  If they restrict videotaping, there is a reason behind it.  Regardless, you must comply or have your license to remain revoked.
