Tahnk you but teh document I am seeking I do believe was from the Virginia State Supreme Court and dealt specifically with tourism being deterred by homeless people and the governments right to move the homeless people out of the area regardless of "civil rights".

Sorry but I keep records of all my responses.  The document I sent you is the only PDF on file that I have that I sent to you.  It's possible I lost my copy of the response you needed, but really have no idea what article I might have sent you.

If it was from the Supreme Court of Virginia, it was likely a court opinion.  You can search through the opinions yourself here:

Experience

As an attorney for the Center for Individual Rights, I worked on a number of free speech cases, including Rosenberger v. Univ. of Virginia, in which the Supreme Court upheld my clients' right to run a student newspaper without discrimination because of its religious conent. I also worked on White v. Julian, which protected the right of people to protest against a homeless shelter in their neighborhood.

I also worked for the Federal Election Commission on several cases regarding the right to participate in the election process.
