Question
My friend is 14 and she is dating a guy that is 18. They don't do anything sexuality, they only kiss and touch. Her parents are ok with it but, her brother doesn't approve of her decision. Her brother is 22. Does his opinion matter?

Hello,

As a legal matter, if they are not engaging in sexual activity, including sexual touching and the parents are ok with it, the brother really does not have any say legally.  In most States any sort of sexual relationship between the two would be illegal and anyone aware of the activity could report it to the police.
