i would like to know if there is a law in the usa concerning the issue of freedome of speech and libel ?

Hi Daria,

There are no federal laws.  However, each of the 50 states have their own laws.  For the most part, libel must be in writing (otherwise it is slander).  It must be shown to third parties, not just the victim.  It must be a false statement of fact (not an opinion).  It must also be defamatory (i.e. harmful to one's reputation).  

Even if the above standards are met, the First Amendment comes into pay if the victim is a public figure.  The federal courts say that the alleged author must know that what they said was false or acted with reckless disregard for the truth or falsity of the statement.
