Question
If guy is 23 and wants to date a girl who is 17 and have a relationship without sex is it illegal?I wish  to keep my story to myself;)

Answer
In most states, even in a non-sexual relationship have control over what a minor daughter does.  In some jurisdictions a girl going off with someone against the expressed wishes of her parents could be deemed a runaway.

But generally, there is nothing inherently illegal with a nonsexual relationship.  Of course, "nonsexual" includes no inappropriate touching or nudity either.  As a general rule if the girl wouldn't do something with her father, it would also be inappropriate with her boyfriend.
