Who was Georgia Lt. Governor when Jimmy Carter was Georgia Governor?

Answer

That would be current US Senator Zell Miller, who was the lieutenant governor of Georgia from 1975 to 1990, coming after the term of Lester Maddox.

Zell Miller then served eight years as governor of the state before moving into the US Senate.
