Question What was the name of the man who was the secretary of state of Cambodia from around 1953 to 1975?
Answer ^.^
While doing some looking around on this, I have found that the government does not have a straight SECRETARY of STATE, like the United States does. I am not sure whether this was the case back in the period of time you are asking about, but I am finding references to a "Secretary of State for Foreign Affairs", for instance...but not a straight Secretary of State.
Now, having said that, I have found that:
The Foreign Minister of Cambodia in late 1951 was Oum Chheang Sun, who in 1956 becomes Premier.
In July of 1952, after Prince Sihanouk took power, the Foreign Minister was Prince Norodom Songdeth.
In September of 1957, the Foreign Minister was Sim Var, who became Prime Minister early in 1958.
the Secretary of State of Foreign Affairs in Cambodia in May of 1964 was Huot Sambath.

Basically, every time a new government took over in Cambodia, which appears to have happened quite often, a new cabinet would be put in place, including a new Foreign Minister.
