I've never seen this cartoon before but it's obviously a reference to the anger Hitler felt by the Japanese determination to focus their expansionist foreign policy against Britain and America rather than join the Germans in attacking the Soviet Union.

Togo was one of the leading Japanese warlords and 'Joe' was Joseph Stalin.

More than that I can't really say because there were a lot of behind the scenes intrigues - by the Germans to get the Japanese to invade Siberia (which would probably have won the war for the Axis powers), by the British and Americans to encourage them to attack the British and American protectorates or colonies in Asia instead, and by various factions within the Japanese high command.

I'm sorry I can't be more helpful but I'm moving home in the next three weeks and don't have a lot of time to spare right now.
