In the fifth season there was practically a whole new cast. How did they explain who they were and what happened to the old characters?

New cast:
Joey Penhall was brought on as Doug Penhall's little brother, who had been living on the streets & decided to become a cop & reconcile with his estranged older brother.
Tony McCann was brought on with a backstory from the East Coast, without much explanation as to why he was there.
Those were the only new ones.
They said Hanson left to manage a bowling alley, no explanation was given for Ioki, and Doug left to raise his adopted son in safety after being shot & nearly dying on the job.
Hoffs never left. Also, Season 5 began with McCann, Doug Penhall & Hoffs, then Joey Penhall joined, then a few episodes later, Doug Penhall left. Near the end of the season, Joey left with no explanation. At the very end, it was just Hoffs & McCann, with Capt. Fuller.
