How old do you have to be to get your gun license/permit in the state of New York or any close surrounding states?

Before our last Governor George Pataki decided, without any legislative finding whatsoever that licensed individuals under the age of 21 were a problem, I knew of instances where youths aged 16 had licenses… they couldn't purchase a handgun, but they could possess same.
In March 2001, the "Pataki Law" which, among other things mirrored the since-expired "Assault Weapons" {sic} provisions of the 1994 Federal Crime Bill, established the expensive and ineffective CoBIS ballistic identification procedure, and set the minimum age for a handgun licensee at 21 years, took effect.
Pataki was no friend of firearms owners… few elected officials in New York are, with Joseph Bruno and Ginny Fields prominent exceptions.
