Recently i was convicted of a carrying a weapon charge in Arkansas and i was
wondering is there anyway i can get my Concealed Handgun License

What exactly were you charged with in Arkansas? Carrying a CCW w/o a permit? If you are attempting to get a CCW in Arkansas, then I doubt if you are eligible based on your weapon charge.

Here is information on the Arkansas state law for CCW.

LIMITS ON CONCEALED HANDGUN PERMITS
May police limit carrying concealed handguns?  No

Arkansas: State law forces police chiefs and state sheriffs to give concealed carry permits (CCW) to anyone who can buy a handgun, allowing them to carry loaded, concealed handguns in public (known as �shall issue�). Some safety training is required to obtain the CCW permit. State law allows residents of some other states to carry concealed weapons in this state without informing local police.
