I plead no contest to possession and intent to deliver in 1988, I was 18 and still in HS. I have had no legal problems since then, completed probation and am involved in my community.  How would I go about getting a permit to carry a concealed weapon.

You will have to apply for Pa. restoration of rights.  You can get the information from any Sheriff office or download an application online.  Try googling Pa. restoration of rights and see what comes up, I downloaded the application once before by doing so.  Your conviction may be considered violent because you have been charged with intent to deliver most states include any manufacturing, selling or intent to deliver drug convictions to be violent and may have to do a personal interview for restoration of rights.
