Nassau County Resident wishes to purchase a muzzleloader though an internet dealer.  May the rifle be shipped to his home or does it require a FFL dealer transfer?

Answer
Traditional muzzleloaders are not considered firearms under federal law. Therefore, no FFL is required to receive one in an interstate transfer. There is also no New York State restrictions on the sale or possession of muzzleloading long arms, though there are for handguns. There are thus no restrictions on shipping a traditional muzzleloader to a private residence in Nassau County, New York.
