2nd Amendment and Right to Bear Arms/gun rights

Question
I understand the procedure for getting ones gun rights back is to file a request with the FBI and they run a background check and then finally have the local sheriff verify their findings. Anyone with a nonviolent conviction should have only to show that they are not a mental case. The problem is
in approximately 1994 Congress failed to fund the FBI any assets with which to do the background checks. Congress continues to hold back any funding. I hear there was a case in GA where the court ruled in favor of the plaintiff. They
talked about "justice delayed is justice denied."

Answer
Not true, any felony violent or not disqualifies you.
If you squeek through an istata check, you still have to
sign the federal form stating you never been convicted of a felony.
Every state has insta-check in place.
If you get caught in a lie on the form you will face federal charges.
The only way you can get your rights restored is via a pardon.
You can contact the local Bar Association for a lawyer who specializes in this.
