Question
How does a person with non-violent felony convictions apply to have his civil rights restored? I have already written to ATF almost a year ago with no response. My convictions were in Arizona, I am now a resident of Wyoming. Thank you.

If you have a federal conviction forget about firearm restoration it won't happen, therefore; writing ATF will not do you any good.  For state restoration of rights you must apply either at the Parole/ Probation Dept. in the jurisdiction where you was convicted or some states have executive clemency boards which handle restoration of rights.  You certificate must have no restrictins.  Full restoration of rights is needed in order to get a firearm.  
You may be able to download an application online if you can research and find the Arizona restoration of rights website.  Try googling Arizona executive clemency or restoration of rights.
