Question
convicted of felony in 1986, in colorado. i now live in texas, how do i get my
rights reinstated, and get ccw permit?

Answer
You will have to apply for executive clemency in Colorado.  Every state has a different process, some use the Probation/ Parole Dept. to process restoration of rights some states use an executive clemency or a Pardon Board.

I just remembered that Colorado does not have an expungement or restoation process.  You may have to seek restoration in the State of Texas but you may not get full restoration of rights because your conviction was outside of Texas.  Do a search for Texas restoration of rights or board of Pardons and see what comes up..
