Question
I had a conviction in NY 24 years ago, felony E. I have received a RCD that
specifically states "firearm rights are restored". The Nevada Highway Patrol
gave me a proceed and I was allowed to purchase a pistol, and was given a
blue card. Now I am trying to get my CRD put into the police system so I wlil
not be arrested  because an officer doesn't know about my CRD (almost
happened) and the head of the CCW firearms group said I am not allowed to
won a weapon without a pardon. NY doesn't give pardons. I called ATF and
FBI and they said I am allowed to possess firearms because the CRD nullifies
the  felony conviction. How do I convince this one guy making this decision?
He is also the guy who approves my CCW.

Answer
First of all your Certificate of Relief states your firearm rights are restored and secondly Federal Firearm law 18. U.S.C (A)(20)will
also back you up in any court of law.  Now where they can get you at is if you have been convicted of any felony rather your rights have been restored or not (unless you been pardoned) you must have a firearm permit if you carry a firearm. Virginia, Florida and Connecticut will give you a non-resident firearm permit with your CRD I know that for a fact.  Some states like Utah, NJ will not allow you to qualify for a firearm permit even with your CRD but they can't arrest you if you were transporting legally, or on your property.
