2nd Amendment and Right to Bear Arms/Restoration of Firearm Rights

QuestionHow and where do I find and/or get the proper information, forms and procedures for filling Restoration of Firearm Rights in the City of Chesapeake, Commonwealth of Virginia?
I have been granted restoration of my civil rights by the Governor of the Commonwealth of Virginia in June 2008, except the right to ship, transport, posses or receive firearms. Those rights will not granted by the Governor office.
The right to ship, transport, posses or receive firearms can be granted by the Circuit Court in the city I reside in which is the City of Chesapeake, Commonwealth of Virginia. I cannot find any forms or information on how to proceed with the restoration of my rights that pertain to firearms. I have called the clerks office of the Circuit Court of Chesapeake and they know nothing of this procedure.
My conviction in of 2 counts of Felony forgery a non-violent offense. I was sentenced to 4 years of non-supervised probation and to pay all fines. I have followed through with my sentence, paid all fines and now have my civil rights restored except Firearm Rights.
The A.T.F. use to handle the Restoration of Firearm Rights but as of this year 2008 the rules have changed and now it is up to the Circuit Courts of which city you reside.
AnswerDo you have a Federal conviction? Because ATF only handle restoration of firearm rights for Federal convictions not State. If its a federal conviction forget about your gun rights unless you apply for a Presidential pardon. If your conviction was a Commonwealth of Virginia conviction call the State Police and get restoration of Firearm rights information from them in order to be approved for the Firearm permit. Explain to them that you have Virginia Executive Clemency from the Governors Office but you want to get restoration of firearm rights. They should have an answer for you. If they can't help then try Virginia Dept. of Criminal Justice or call Mr Micah Womack at the Governors Office and explain to him what you are trying to do.
I think the State Police may be able to help
