Question
I plead guilty to Attempted Aggravated Battery in 1988 at the age of 18 in the state of Kansas. I have been off parole since 1996, but still have almost $40,000 in unpaid restitution.  I now want to get my rights restored. I have had no trouble before or since.I have been working full time with the local fire dept.for 6 years and 15 years full/part time as a registered nurse. I am also married with kids. Can this felony be reduced to a misdemeanor,and if so should I do that before going for expungement,or should I go straight for expungement from felony? Which way would give me the best chance of getting me the right to own firearms again? Thanks for your time.

Answer
You cannot get any restoration without first paying all restitution and have completed all supervision.  When your restitution is paid in full you can apply for restoration of rights without restrictions, expungement or a full pardon.  All will release your firearm restrictions.  As far as having anything reduced you have to speak to a Lawyer.
