2nd Amendment and Right to Bear Arms/Purchasing a shotgun in PA

Question
I recently tried to purchase a sXs scattergun here in PA, and was shut down my the state police during my PICS check. A fellow outdoorsman and good friend told me that my juvenile record might be the reason. When I was 16, I was adjudicated delinquent for a misdemeanor, possession of a weapon on school grounds (folder knife in my coat pocket in my locker). I'm 24 now. Is this grounds for denial in PA? Any info is appreciated. Thanks.

Answer
As far as the federal law is concerned you are not restricted.  You need to appeal that decision.
But to inform you, anytime someone has a conviction as a juvenile or has restoration of rights they will need a firearm permit in order to purchase a handgun without being denied.  Therefore, everytime after this denial you will be denied again and again untl you receive a firearm permit.  Try getting a Florida Non-resident permit.
Or a Virginia non-resident permit it has reciprocity in PA.
