I'm a legal permanent resident (greencard holder) living in Indiana. I have already purchased long guns, now I wish to purchase and carry a hangun.
can i get a ccw in Indiana seeing as I am not yet a citizen?

Answer
No, you must be a citizen before you can purchase a handgun.  Long guns are different.  Federal law prohibits anyone not a citizen or naturalized citizen from owning a firearm.  No state will give you a permit to carry because it is illegal for you to do so.  The federal Gov't also prohibits non citizens from possessing long guns as well but they dont require a NICS check so as long as the feds don't catch you.
