Question
In 1978 (VA) I was convicted of possession of marijuana (downgraded from
felony). Was denied a (NJ)FID in early 1980's  for the conviction (and not listing it
on the application). I understand I will never be approved in NJ but what about
other states? (may be moving to PA). I am now nearly 50 years old and never
been in any other trouble with the law.

Answer
In Pa. you would still be denied a firearm permit because your conviction is drug related you would have to appear at their court of common pleas to get firearm restoration of rights.  If this happened in VA and is definitely NOT a felony conviction you can get a Virginia non-resident permit which has reciprocity in Pa. then you would be able to carry concealed.  

With just a misdemeanor conviction you can receive a firearm permit in all shall issue states.  The May issue states have the right to use their discretion not only based on a felony conviction but they also can deny someone with a misdemeanor conviction as well, although Federal law does not restrict misdemeanor offenses except for domestic violence.

Florida , Utah and CT have non-resident permits as well.  You can take the firearm safety class online at the concealed carry institute online. Except for Utah.
