My brother is a Vietnam era US Army vet who was convicted of a felony burglary charge in Iowa in 1985. He loves to hunt but does not want to go too jail for possession of a firearm. Is it legal in Iowa for him to hunt with a muzzle loader rifle if the gun does not have interchangeable barrels.

I have no knowledge of muzzleloaders but I'm sure a convicted felon should not have one.  The federal firearm code does not mention muzzleloaders.  Try calling your local Sheriff or Police office and ask.  

Or what he can do is apply for full restoration of rights in the state where he was convicted.  This would give him the right to own firearms again.  Just return to the court where he was convicted and ask about the process of restoration of rights or executive clemency.
Every State has a different process.
