Ok so my permit says restrictions
target, hunting...
So does this mean I have a concealed carry permit?

It would have been helpful if you said what state issued the permit. Assuming you're in New York, a target and hunting permit is a restricted concealed carry license if issued anywhere in the state except New York City. If issued by NYPD, it is a form of premises license due to a local law that was upheld at the intermediate appellate level.
