yes mr Reed,
I am wondering about how to appeal a denial to purchase a firearm through
the NCIS instacheck system. I was denied and I found out by corresponding
with the
colorado bureau of investigation that I am listed as "Mentally Defective"
on 2 occasions due to a situation where I was court ordered to attend
drug/alcohol treatment by my parents through the probate court of denver
when I was 21 years old. I am now clean and sober and employed and I was
surprised  to find out that my 2nd amendment rights have been compromised
as I am not a felon and was not convicted of any violent crime (any crime)
whatsoever. and now id like to restore my rights. I have not been able to
locate any information on how to restore my rights. the letter I got from the
FBI via CBI said I can "appeal" this decision. How do I begin ?????????

Felony convictions are not the only situations that can restrict an individual from firearm rights.  Mental health problems, drug and alcohol abuse and domestic restraining orders are some of the other situations.  

You have to get the application and/or instructions to appeal from the FFL dealer you attempted to purchase the firearm from.

To restore your rights you have to get an official letter from your doctor stating your current condition as favorable and you hold not threat to yourself or others pertaining to your former drug/alcohol abuse.
