Hello  Mr. Firriolo
I live in Syracuse NY. i actually have 3 questions.
I am in the process of writing my optional supplement to the application for the issuance of a "have carry and concealed" pistol permit. I am not sure if the judge will see my proper cause as justified so my questions are "If the judge denies my request for the carry concealed permit; what then is the process to go through the state legislature? what should i expect? and will i need a lawyer?

Answer
I do no understand the question. There is no "process to go through the state legislature." If your application is denied you have a right to an administrative appeal. After you exhaust your administrative appeal, you may file an Article 78 proceeding in state Supreme Court to review the decision of the licensing officer. Representation by counsel is not required but is strongly advisable.
