I have found 2 answers for my question.  I do have a non violent felony on record.  No prison time only prob. I  have been told no felon can own a long gun.  I read where I can apply for an application for permission on a state level to possess one.  If so where do i get an application

Answer
A felon cannot own any type of firearm until they receive FULL restoration of rights 18 U.S.C 921 (A).  This is assuming your convictin is not a federal conviction.  Every state is different some states have an executive clemency board, Dept. of Parole/ Probation or Dept. of Pardons. You must research to see what process your state uses.
