I am traveling to Virginia to a gun show, but am a resident of the state of North Carolina with a valid CCW permit. Can I buy a handgun at the show from a licensed dealer or private party with this permit? Thanks

Answer
Federal law prohibits the sale or transfer of a handgun to a non-resident of the state in which the handgun is being purchased, Jeff, even if the states are contiguous as are North Carolina and Virginia.

You can pay for the handgun in the Commonwealth, but it would have to be shipped back to an FFL in North Carolina where you could arrange to accept delivery of your purchase there.
