The Minnesota statute governing the application process requires very specifically that an application shall be approved or denied within seven days from the time of application with approval being constituted by issuance of the permit and denial being constituted by a written explanation for the denial to the applicant. If this criteria is not met and is not met with the specific intent of subverting or undermining the applicants exercising of their Constitutional Rights with respect to the 2nd Amendment to the Constitution, would the applicant have legal recourse, specifically, civil action against the municipality?

Answer
This has nothing to do with the Second Amendment, so you've asked in the wrong place.

That said, I believe that your first course of legal saber-rattling would be to file a Writ of Mandamus (in New York it's now known as an Article 78) with the issuing authority, compelling them to do they duty and follow the law.
