2nd Amendment and Right to Bear Arms/Restoring right to bear arms - Federal Case

QuestionI was convicted of a class 6 felony, Telephone Conspiracy in a federal court
about twenty years ago in Arizona. I currently live in Virginia Beach, with a
possibility of moving to California within the next few years. I wish to have
my right to bear arms restored.
As the case was federal, and states restore rights, I am confused... do I apply
in Arizona (original location of crime)? Would it be helpful to transfer
jurisdiction to Virginia?
I tried to phone the public defenders of VA and was basically told my rights
wouldn't be restored unless the governor signed off? I would be most
grateful for any guidance as my research thus far is really not making much
sense.

AnswerI don't know what public defenders you phoned but they need to be disbarred. Since you have a federal conviction the States can only restore your voting rights. You will not get firearm rights restored without a Presidential Pardon. BATFE does not have a budget for restoring firearm rights. We all know how difficult it is to get a presidential pardon but if you have a non-violent or non-drug conviction you may have a chance.
