Question
In 2001 i was charged with agg. assault.
They offered a plea bargain to a misdemeanor of carrying a weapon. 6 months probation and $150 fine.
Can i get a concealed weapons license in Arkansas?

Concealed weapons permits are at the discretion of the issuing agency.  Yes you can legally own a firearm, unless your misdemeanor assault was domestic violence. But with a weapons violation conviction you can be denied a CCW Permit.  You may have to contact the issuing agency in Arkansas and ask them is your conviction an automatic disqualification in Arkansas.
