i was convicted of a non violent felony about 16 years ago. i am able to vote, does that mean my civil right have been restored. i heard that its automatic in PA after 5 years.

Answer
No, your rights are not restored automatically.  In PA you have to apply for full restoration of rights meaning no restrictions. Some states automatically restore voting rights not full restoration of rights.  Federal Law 18. U.S.C 921 (A)(20) States full restoration of rights is the right to vote, hold public office and participate in Jury Duty.
