Question
If a crime is adjudicated under NYS Youthful Offender does the arrest remain in the system (after 35 years) and  therefore have to be disclosed on the permit

Answer
The license application directs the applicant to disclose all arrests. During the background check, all arrests -- even those classified as "sealed" -- will probably show up. Failure to list any arrest is grounds for denial for failure to truthfully answer the arrest question.
