You are damn right, it was PETER CETERA you heard on that MIAMI VICE episode nearly 18 years ago. To set the record straight, the song is titled YOU NEVER LISTEN TO ME, it was written by PETER CETERA and PATRICK LEONARD, and appeared on his 1988 album ONE MORE STORY. Just for fun, the song went to #32 on Billboard's Mainstream Rock Tracks on October 8, 1988. It was used as you mentioned in MIAMI VICE, Season 5, Episode 92, titled REDEMPTION IN BLOOD PART 4 aired on November 11, 1988. Here's how it goes:
