song had sirens in the background and a search light on the album cover....can you assist, please?

It is the Scottish rock band THE SILENCERS you are talking about. Members included JIMMIE O'NEILL, CHA BURNS, JOSEPH DONNELLY and MARTIN HANLIN. It is not to be confused with another band named THE SILENCERS  who managed to squeeze in a song in the Billboard Hot 100 Charts back in 1980 with the No. 81 song SHIVER AND SHAKE. On the other hand, the Scottish-based THE SILENCERS also had a song peaked on the same charts back in 1987, PAINTED MOON from their debut set A LETTER FROM ST. PAUL. It went to No. 82 on September 5, 1987. BULLETPROOF HEART was a track from their third album called DANCE TO THE HOLY MAN. Here's its lyrics:
