"I still believe" was heard first in the 80s from BRENDA K. STARR, a dance-pop artist who was known for her freestyle music. she only has 2 songs gaining her a spot in the Billboard Hot 100, "i still believe" was one. ironically, Mariah Carey used to do background vocals for Brenda K. Starr in the late 80s, and even helped Mariah secure a contract with  Columbia Records until Mariah became a big name that eventually caused Starr's career to shrink in terms of commercial success. in a wiser decision to shifted into doing salsa/tropical music as latin-pop artist. hope that helps.
