This has been killing me. At the end of an 80's movie, the song, 'Surrender', by 'Cheap Trick' is played. It's when the credits are rolling right at the end. What movie is it?

SURRENDER originally appeared on CHEAP TRICK's 1978 album HEAVEN TONIGHT. It was the band's first ever Hot 100 song peaking at #62 on September 2, 1978.
Regarding your question, I may not be able to give you the exact answer but luckily there were only two 80s movies (technically just one) that featured the song. The first one is the 1979 movie OVER THE EDGE starring MICHAEL ERIC KRAMER, PAMELA LUDWIG and MATT DILLON with JONATHAN KAPLAN directing it. It was a crime/drama movie. The other is UP THE ACADEMY, a comedy from 1980 directed by ROBERT DOWNEY, SR. and starring WENDELL BROWN, TOMMY CITERA and a young RALPH MACCHIO. From the clues I gave, let's hope you'll be able to remember which movie. The other movies which featured SURRENDER were SMALL SOLDIERS (1998), DETROIT ROCK CITY (1999) and DADDY DAY CARE (2003).
