I've been looking for that for years!  I saw it as a kid several times on HBO or some other cable show (USA maybe?).  I thought it was a girl who was being taunted.  Such a weird video!  I remember the other kids chasing her out of the classroom and into the hallways taunting her/him as being a "techno-dunce". I don't think it was a rock group (MTV) thing, I think it was more of a short film.  There's prolly footage of it out there (on 16mm reels rotting at public libraries)

the video you are referring to is a clip from a film called "siliconia"  that never finished getting made. it is from the u.s. and that song is called "techno dunce." a bunch of my friends and i played the kids that you refer to. that was probably 1983.

i cannot find anything about it on the internet. and the only copy i have of it is on vhs.

the production company was called lvl produtions(which stood for lai venuti lai) at one point, and was also called toilet bowl productions.

I'm sitting right next to the director and camera man.  And we are watching the video right now.  They are my brothers, Calbert and Cedric Lai.  My sister Celia also worked in the film.  We'll be posting the video on UTube under Techno-dunce.

I remember it being a quasi-rap song, with a chorus of kids backing up the lead rapper kid. I don't recall the video being played on MTV. Rather, it was somethingn they would play between afternoon kids' shows on network television, or maybe between saturday morning cartoons. I remember laughing at the fact that the background vocals were so horrible-sounding, a bunch of tone-deaf kids squawking in unison. As for lyrics, I only remember the (most of) the chorus (I think):
