I finally found that song!  It was driving me nuts not being able to find it ...anyway here it is "drumroll please..."  The song is called

The Changing Times by Earth, Wind and Fire!  



They only play that fun part in the beginning of the song and it's from the album RAISE.

Ser, I think this one has a lineage of the classic Soul Train's theme "The Sound of Philadelphia".



Soul Train is a TV show in US before for those who don't know the show.
