Questioni need to know who sings this song but i don't know the lyrics. i think it might have boulevard in the title but the main part has a very recognizable sax solo that is the main chorus of the song. the actual singing parts are low and don't stand out like the sax part. i know this is not much to go on but i thought i would try

There are countless of songs that carry "boulevard" as part of its title and chances are the "boulevard" song you're talking about is a non-single track. Non-single tracks are songs from an album that wasn't released as a single therefore, forgotten. You didn't even include some infos like: who sang the tune, male or female artist, is it slow or fast or if it is an 80s song or not.
