Hi about 4 months ago i let a guy finger me and it was kind of rough and i was wet and he had a small cut on his finger but i do not know how fresh it was and can not remember if there was blood present. I also touched his penis that had clear white fluid coming out of his penis and then touched my vagina. I know this is stupid but can you get pregnant from his clear fluids on his finger and then touching my vagina and also what is the risk of his cut and fingering me please help....

Peace and all good things to you.  Being stimulated by someone with a cut on his finger seems unlikely to be of significant risk, unless he is actively bleeding.  The "clear fluid" you refer to is semen, and yes, it is possible to become pregnant if he were to transfer that fluid to your vagina.  On the other hand, the chances are small - if you've not had your regular menstrual cycle since the incident I would recommend you meet and talk with your doctor.  If you have, well, you're not pregnant.
