one more thing he said that some times his lips peeling but not always and same day he think no new peeling was there on lips.(or if het peel his lips also he wont get any cut or wound or wont  comes blood from his lips also) so can we comes to conclusion...his status is HIV negative?

1) Much depends on the HIV and other sexually transmitted disease status of the woman with whom your friend participated in this act.  Your friend engaged in a risky behavior; in addition to cuts on his lips, he may have had cuts from razor or inflamed whiskers; his insertion of his tongue or not is not necessarily of greater risk.  The fluids most likely to transmit HIV between people are semen (the clear or whitish fluid which comes from the end of the penis, including "precum" and ejaculate "cum"); vaginal secretions (the lubricating fluids); blood (including menstrual fluids), and; breast milk.  How long he was exposed, how frequently he did so, and other factors also can be weighed in assessing how MUCH risk.

2)6 WEEKS AFTR THIS INCIDENT HE TESTED HIV TEST INDIA(THAT WAS CARD TEST WITH BLOOD.AND RESUT GOT AFTR HALF AN HOUR) RESULT WAS NEGETIVE FOR BOTH HIV1 AND HIV2.(LAB TECH SAID THIS TEST IS LIKE ELISA ONLY BUT IT WONT GIVE DETAILS LIKE ELISA BUT IT WILL TELL HIV STATUS.
3)AND HE DIDNT INSERT HIS TONGUE TO HER VAGINA OR HE DIDNT LICK HER PUSSY ONLY KISSED ON THAT BCOZE SHE SAT ON HIS FACE AND LIPS
HER VAGINA WAS WET AND SHAVED.
SO PLS TELL ME STILL MY FRIEND ON RISK?

Thank you for the additional information.  For ease of communication and to address any concerns you might think of at the time (instead of waiting for electronic postings), I repeat my recommendation that your friend speak directly with the counselor and testing site.  

As stated previously, yes, the described behavior is a risk behavior because any break in the skin is of some increased risk, including peeling skin;

Chances are, if the test if for both and the ELISA - type test was negative, your friend is not infected with HIV.

As noted, the incident was risky -  tongue insertion is not specifically needed for greater risk; the exposure occurs when he comes into contact with her fluids ("vagina wet".

So... in answer to your basic question of whether your friend is still at risk of having contracted HIV from this incident, it would seem unlikely.

Based on all the information you have presented, indeed it appears as though he is not infected with HIV.  I would, however, suggest a lip balm for his chapped lips!   Have a great life and suggest he be a bit more careful in the future.  Peace.  Terry
