Answer -
Using latex condoms correctly reduces the risk of HIV but does not eliminate it. If latex condoms are used correctly everytime you have sex, then condoms are 98-99% effective at preventing the spread of HIV.

Answer
It's actually Ms. Kristen =)

Just because a man uses a condom, that does not mean he did not contract the virus. It depends on whether or not he used the condom correctly.

The virus starts affecting the body immediately. However, if you are seeking an HIV test, there is a 1-6 month window period. This means that if you test within that window then you run the chance of receiving a false negative. Most people will be in the clear by 3 months but there is no way to tell who takes longer so we always suggest testing again at 6 months for a definitive result.
