Question
Sir,Is CL is a highlevel language?why?

Answer
CL is a control language meant to control the processing of other jobs. It offers some of the features of a high level language - for example, you can declare a file and read records - but there is no provision for chaining by key and then updating records, they way you would with a true high level langauge.  So my opinion is that CL is not a true high-level language.
