Question
Is there a way to display a list of users who are currently using a file in a given library?  

Answer
You can use the "Work with object locks" command (WRKOBJLCK).

For locks on a file, the format is:

WRKOBJLCK library/file *FILE

For locks on a library, the format is:

WRKOBJLCK QSYS/library *LIB

Fill in the name of your file or library in place of the words "library" and "file".
