Is it only considered abortion if the embryo is terminated inside the mother's uterus?

Answer
Abortion is when all is in place toward creation of a new, living being, and something thwarts that progress, intentionally or unintentionally (sometimes through medically unpreventable means).
If I understand your question, I think it matters whether or not there is a possibility of life coming from the embryo if not inside the uterus.
