Accounting, Payroll & Pension Issues/Have QDRO, how to obtain?

Question
My question is:  I was divorced in 1997 after 5 years of marriage.  The judge and lawyers issued me a QDRO, but I think it stipulated I would receive it after my ex husband retired.  The problem with that is that he is 8 years younger than me.  I sincerely doubt, because of health issues, that I will live to be 73 years old, if he retires at 65.  Also, Steve had stated to me back in 1999, that he had already "retired".  I am in a bad way here in NJ, out of work since Oct of 2008, unemployment keeps denying me benefits, and I will soon face eviction with no place to go.
I would like to know if I can obtain my funds, did they collect interest, and could take that money, move out of NJ, put a down payment on a house in North Carolina, and rebuild my life.  I will be 55 years of age this July, 2009.
I am desperate, and nearly destitute with no place to go, and four cats to care for.  I thank you in advance for any advice that you can provide me.

Answer
I'm very sorry to hear about your situation. I wish I could help.

Unfortunately, the payment to you is governed by the QDRO. I would contact the Plan Administrator and ask exactly what your options are. The Plan Administrator's name and address are shown in the QDRO.

Good luck.
